Behind the clutch pedal, on the left brake drum? That would be the M&W "hand clutch" which allows you to stop the tractor without stopping the pto or the hydraulics. It's a clever but crude workaround for the lack of live PTO and hydraulics on early farm tractors. If you were baling along and picked up a big slug of hay, you could pull the hand clutch to let the slug feed through rather than pushing the clutch pedal and plugging the baler. It's most likely rusted up from years of neglect. That's why the lever was removed. Parts are no longer available new, and good used parts are hard to come by. You might want to leave well enough alone.
