If you've had the mag off its possible its 180 degrees off. To find out, remove the spark plugs and put you finger in the hold to plug it. As you turn the engine over by hand when the piston comes up on the compression stroke it will blow past your finger. Shine a flash light into the cylinder and watch for the pistion to reach the full stroke. At that point remove the cap on the mag and see if the roter is ready to point to number one spark plug wire. If its pointing to #3 your off 180 degrees. If the mag is attached OK connect it to a spark plug and see if you have spark. It may just need a new set of points and condenser.
