Still having charging problems

I posted a week or so ago about charging problems on my 6V 350U. John T gave me his troubleshooting diagram and I went through it. It appeared the genny was weak. I had it rebuilt, and it still isnt charging. I went through his steps again and now it acts like the voltage reg is bad. The reg is brand new. When I touch field wire at reg to ground it charges. The resistance between the reg base and ground is only 3 ohms, so the reg is grounded. I ran the tractor with the reg cover over, and the top contact pulls in and sends voltage to amp meter and to the battery. What does the bottom set of contacts in a 6V reg do? It appears that may be where the problem is since when I open and close them by hand nothing happens. Thanks
