Are you soaking it in a real carb cleaner or just a parts cleaner? Myself i like using a tourch tip cleaning wires to get down in the small passages and if nessary then tip cleaning dril bits with a pin vice . Now are you sure that your problem is not crud in the fuel tank ? Have you drained the tank and removed the sediment bowl and taken a blowgun with a homemade long extenshion and got downin there and blowen it out and checked the inlet for crud?? Do you have the float set correctly and the main load screw set at 4 1/2 turns off the seat . Myself i use Barryman's carb cleaner to soak a carb in and it works real well if it is warmer like in the 90-120 degree ranges . I warm it up by heating wate to boiling and place the can in the hot water and let it soak for a couple hours then into a boiling bucket of water and Mr. clean for a hour or so the a hot and cold rinse the blow dry .
