T/A questions on 400 gas

Tractor has sat in hot sun and thru heavy rain without hoods on it.Tried to turn motor over by hand and it would not go CW, but would go backward. Pulled plugs, still would not go CW. Hit starter. Everything seemed ok so tried to start it. Out of gas I guess. Something clunks in the T/A section and motor stops rotating very quickly. I know something isn't right here, but what is it? Any Ideas? When I shut it off, I pulled the T/A back and then moved it forward after it was stopped. ???? SDE
