H lights Questions

You would think after all I have done with this H (With all of your help) I could figure out the head lights. My first question, does the light resistor have to have the coating on the coil to work? and what happens if I remove the resistor? When I check the voltage at the terminal in the head light I get 6.2 volts but when I install the light reflector and bulb it does not work and the voltage drops to 5.1 volts. what is the best way to get a good ground. I have just repainted the tractor piece by piece. Thanks to all of you. I couldn't have done It without all of your answers to my questions Elk Farmer Carl from Michigan
