I just got done redoing my lights for my 39 M and had the same problem when I put them back togather. I ended up takeing a small piece of sand paper to the inside the houseing were the reflector contacts and sanded it just a bit. Also on my 39 there is a screw used as a ground from the housing I also sanded the back side of that too. The resistor I believe is for the dimming of the lights, that might be why you drop down to 5 volts
