Did you remove the throttle plate when you cleaned/ overhauled the carb? Our SMTA was overhauled many years ago, at the local dealership, & the carb was rebuilt at the same time by the mechanic. We got it home & it never idled down similar to what yours sounds like. After putting up with this for too long, I took the carb off, & looked it over. The mechanic had gotten the throttle plate in upside down. The upshot was that the throttle plate had to be turned over. A throttle plate is beveled on the edges which meet the inside bore of the carb. When the throttle plate was reversed, it couldn't "seal off" the air/ mixture at low idle, so the engine wouldn't idle down. Worth a look.
