Don't know as to what is realy going on and for starters get the book out and go thru the linkage adjustments and if this does not help or fix the problem then there is a problem inside the governer as to maybe the thrust bearing may have come apart or flyweights may be woren and sticking May be BIg DOG will get on here as he is the local GURU on the cubs as i have worked on a few but not enough to be the expert as i have to use the book.
