Governor on 1958 Cub

I took my woods belly mower off to get some needed repair work done. I started my cub tractor to move it. I noticed that when I reved engine all the way open, governor did not take over for over run. When I slowed engine down all the way, governor did kick in. Did this a number of times to be sure this was happening. What is the problem here? What can I do to correct problem so engine will not over run? Could governor be getting stuck.
