Set the hand throttle aobut 1/3 way forward and check for play in linkage to carb. It should have resistance no matter which way you move it. if not, check the cross arm that goes across radiator to governeor. It has a key in it where it goes to spring arm on govenror. For the endo fo rod to become worn is ccoomon. It can be built up by using shim stock (soda can works good), or using loctite to holed it, or as in the case of my 48, both.
