With the throttle rod off of the governor (shown in the above picture assembled) move the throttle lever at the steering wheel to maximum full throttle position. Then take the governor control arm and move it as far as it will go toward the full throttle direction. the hole in the gov. lever should now be just short of the location of the pin sticking out of the throttle rod attachment. Thus pulling the governor wide open when the lever is pulled all the way. If this is the case, the system is as good as it can be. They are quite sloppy and often have ineffective lever travel in the idle area. If it is not pulling the governor to its limit, shorten the rod adjustment till it reliably does so. If your unit has external linkage to the carburetor, leave that adjustment alone, or use written instructions to adjust it, that adjustment can overspeed the engine. The one described above cannot.
