Gary's thoughts are correct if tractor has been parked for awhile. The more common item is worn and chiped teeth on starter drive and ring gear. Having said this it may work well a long time yet if you can tolerate the ocasional lock up. Another good way to free these up is loosen starter mounting bolts. Just back them off 1/4", you'll hear it click into place. When I was a teenager, everyone of my dad's Farmalls had a 3/4 end wrench in tool box. It was standard equipment. One is not always able to rock the tractor in high gear.
