There is no seal between the impeller and the water pump, the washer serves as the thrust washer. The water pump is sealed by packing that you buy that goes between the shaft and the sleeve that the pulley bearings run on.I bought the packing for mine directly from the dealer, but made the mistake of not putting enough in(the parts book says ''as required'')The packing looks like pieces of nylon rope, and they weren't very expensive. Then there is a pack nut that you tighten against the packing. In service,if it leaks, tighten it some more, when it won't stop, time for new packing. My pulleys had sealed bearings in it as well.I had to replace my impeller because one of the vanes was missing.A new one of those is available as well, but it cost half of what I paid for the whole tractor.
I hope this was helpful.Good luck.
