From your other post, did you hook the # 3 line into opening in rear of valve near where # 2 line is going in? That should give you the 2 lines to cylinder. Does the lever on valve move front and rearward and center itself in middle? If valve is good and you have pressure one way it should have both ways if plumbed right. Just to make clear the two 1/2 inch pipe thread ports on valve that face rear of tractor is for the lines to a 2 way cylinder.
