Burnt valve

My Farmall 460 gas had always been an easy starter until two weeks ago. Now I can only pull start it. Compression on #1 is 90 lbs even with a little oil in the cylinder, so I'm guessing its a burnt valve. The rest are 120-130. Is the one burnt valve really enough to keep it from starting or do I need to keep looking. I checked and am getting spark, gas and air.
