Ok, this is just my experience, yours may be different. Mine was a gas only tractor. There is a fuel line from the bottom of the tank to the fuel pump, then the fuel pump to a tee in the top of the gas line, then another line from that tee to the carb. When I first rebuilt mine(also my first tractor), I went from the fuel pump directly to the carb. The float and needle could not hold back the flow from the fuel pump and I experienced the same symptoms you describe. Once I plumbed through the tee, everything was fine. Good luck, Kevin
