F-12 running rich

Gentlemen, Our FFA Chapter has recently inherited a decent running F-12 tractor. For some reason (and we haven't had the carburetor off yet) it keeps running rich at anything other than idle. It will idle perfectly all day, but as soon as you throttle the engine at all, it will start to load up. I have turned the main jet screw all the way in to lean the mixture and the tractor will die. I'l just looking for suggestions before we tear into the carburetor next week. I'm thinking something related to the float or needle/seat, possibly fuel pump?
