IH 1066 3-point hitch won't lower

We have an IH 1066 that the 3-point hitch has just started not lowering all the way. It goes about 2/3 of the way down. The lift/lower lever works ok, but the companion heavy/light draft lever is stuck mid-way. Any suggeations on the problem's cause and possible solutions.
