steering problems

I have a 74 International Serial number B9437 and the steering somehow freezes up on me when the temp drop to freezing. I can't move the steering at all meaning the steering wheel. Does the hydraulic has anything to do with the steering? or is it the arm that moves the steering!I grease the piston arm and all grease fitting that I could find. I don't know if I have to remove all fluid , for I was told that this tractor is all one unit. I need to get myself a manual. I don't see no dip stick , but at the back of the seat there a place where I fill the hydraulic oil. But try to give me a clue or idea what to look at so I can have a good idea what it might be, before taking it to a dealer..thanks Dean
