I don't know, but I suspect the reservoir. Specifically that either the upper or lower pistons my be rusted shut. First make sure that the rocker arms are not binding. Could be air, that is removed by moving the levers back and forth through several cycles--BUT the filler cap must be off when you do that. It could be that the pump is not primed, you will ruin it pretty quick with no oil in it.
