Cub Hydraulic stuck

I recently rebuilt my 1950 cub, and was having trouble getting the engine to fire after the rebuild. I finally got it to fire, but after letting the engine run for a few minutes, I tried the touch control on the hydraulic and the control arm would not move. It"s stuck all the way forward and won"t budge. The pump is getting hot, like it is continuing to work and the unit is not reaching a resting (neutral) position. This is a new (rebuilt) hydraulic resevior that my Dad bought a long time ago (over 12 years), it"s just been sitting around, but always inside out of the weather. The pump is the same one that was on the tractor, and was working fine. I did not take the pump off of the tractor during the rebuild. The unit is not making any strange noises. There does seem to be a little vibration on the top hydraulic line. I"m wondering if there is air in the system that needs to be bled off (not sure how to do that), or some other settings that need to be adjusted. Other than that I can only think that some control valve inside the unit is stuck. I used new IH HY Tran fluid when I filled it. Does anyone have any suggestions?
