48 Cub with problems

Some how I ended up with a 48 Cub in my barn for the winter and was ask to get it going again. Not my brand of tractor, but I need a good challenge for the winter months.
The first problem is the fan belt. How do you adjust the tension? How do you get in there to adjust it? Next problem is the charging system. It does not charge. I think. It has a 8 volt battery
(4 cells) and a alternator on the front of the engine. The best I can tell, hard to see up there under the hood.
Sure hope someone could give me some guidance on these problems. Thanks in advance, and Happy Holidays Tom671
