price and qestion on 1066

I am looking at a 1066 that is in great shape. New paint, in-frame engine overhaul and everything works great. He is asking 10k. Is this reasonable or should it be lower? 4110 hours couple of pictures pic1 pic2 pic3 Also, what is the long cylinder on the right side of engine in this picture? What is cylinder? It has a really stiff clutch that he said has always been that way. Is that the same with all 1066 machines?
