Nothing dumps from the priority to sump if it is a 3-port valve.

"In" is pressure line from the pump. "Exhaust" is then the "in" to your hydraulic valve and the "CF" goes to the input of your steering motor.

The exhaust of your steering motor goes to sump as does the exhaust from the hydraulic valve bank.
