B414 Won't Start

This is a gas tractor. The tractors will not turn over, the solinoid just chatters then buzzes. How do I check to see if I have a defective solinoid or starter. the battery is old and in maintenence free. What should the battery read? With my Voltmeter should I get a reading at the cranking motor when I turn the key? It worked great(the tractor) until the other day.
