The issue is resolved - the rod was bent (about 80 degrees; parts book does show a slight bend). I took the rod loose at the pedal and hammered the lever back into the dis-engaged position (also verified by a drive). I will now straighten and strengthen the rod, reinstall and continue to operate the diff lock to reduce some of the friction.
