engine wont shut off after setting low idle

Adjusted the fuel injection pump High and low idle acording to my I&T shop manual today and when I pull the throttle completley down the engine stays running, drops to about 400 RPM. It is a 79 1086 with a American Bosch pump. Can anyone tell me the step that I am missing. The I&T manual doesn't mention anything about fuel shut-off for the pump. Thanks
