Engine not running properly

I noted a couple years ago that the manifold was getting rusty and last year I picked up a new manifold and replace it. I removed the carburetor when I did this. After putting everything back together, I had difficulty getting it to start. The first time it started up the engine raced at high RPM’s so I shut it down right away. After reading a bit, I thought that I had “governor throttle shaft” out of sync with the throttle! I made the adjustments and believe that problem is taken care of. (maybe)
So I’m able to start the engine now, but only runs at idle rpm’sfor about 30 seconds, it shuts down.

I’m not sure if I have the throttle shaft set correctly or if I have a problem with the fuel float, or something else.

I’m open for suggestions, also am looking for someone in Western Pennsylvania that might be interested in coming and taking a look at it.
