Take it apart again and clean the needle valve and seat. Make sure that the seat is scrwed in good and tight and the gasket is in place. Double check the float height as well as the float drop, and make double sure that the float is sitting in the bowl nice and square, and not rubbing the sides. The gasoline should not leak out between the two halves even if there were NO gasket. The fuel level is not supposed to be that high.
