First pull the gov gear out the hole since you have removed the dist. It is posible that the gov gear is the one that is stripped. You can replace it without removing front pedestal ect. its not easy to get it back in time but can be done. With the tappet cover off do the pushrods move up and down if they do its not the cam gear and the one on the crank is a press fit so if you are lucky it will be the gov gear.
