The vacuum leaks (if any) will be at the carb to manifold connection, the manifold body (rust holes, or cracks External, or cracks internal into the exhaust passages), or the manifold to head connection. If you have a leak of this nature, and have the idle speed screw turned enough to make it run fast enough to stay running, the idle mixture screw (that now does nothing) will do nothing. Check as follows. Use a propane torch with the burner off of the short pipe so that pure propane comes out. With the tractor outside idling, open the propane valve to what would be a medium flame (not way open) and keep the bottle lower than the valve to prevent venting liquid propane. Apply this fuel source to the places mentioned above with some care to be sure to cover all areas. If there is a leak, the engine speed will change abruptly, causing an increase in speed. If none are found, and the timing is correct, then fuel delivery in the carb may still be the cause. They are very tough to repair and can be hair pullers. If the manifols is cracked internally the only way to find it is visually with it off, or with all ports plugged, and pressure in the exhaust port it will hiss through the intake.
