I"m no expert, but I think you still have a regulator problem. The diaphram controls a needle and seat type of valve to regulate the amount of fuel needed according to the manifold vacum. With the motor not running ( no manifold vacum ) no gas should be passing into the carb. A spring usually holds the valve shut. if there are no holes on the diaphram then the problem could be the seat or maybe the spring. Sounds like a rebuild kit for the regulator might be in order. I have no first hand knowledge of the IH setup but they are all similar.
