Think maybe IH already designed the hydraulic system before they thought about adding power steering. Anyway with the pressure regulator and priority valve for power steering installed the fluid flow for one port is redirected through the U shaped pipe and the port thats used when just a pressure regulator and relief valve is used is blocked with the plug. Its just a small slip in plug that goes in lower hole of the 3 on the support tower and the oring seals it. If your lucky it may still be stuck in tractor it was removed from. If you can't find one I have used a 1/4 inch pipe plug that uses a allen wrench to install. Tap hole with 1/4 inch pipe tap and catch all cuttings,screw plug in untill flush or slightly below surface.
