Another possibility is a poor ground between the light switch, the switch box and the steering post.
Temporarily jumper the generator F terminal to a good ground. Now set the light switch to the high charge (H) position then the engine at full RPM and . If the ammeter reading has increased problem is a bad ground at the switch box.
However if there's no change I'd be suspecting either a tired generator, or a failing battery like Andy suggests.
