Hummm...in neutral it rolls....ok. You got something bound up. Just cause the clutch pedal goes down doesn't mean its released though. Can you get a wrench or a crank on the engine and turn it? If push comes to shove, remove the starter and try to "gently" move the flywheel teeth a little. If it's a diesel...put the lever in gas position. Are you sure the clutch plate it in right? Could it be reversed? The clutch plate has a cone on it. If it's in backward it might be bound up. Heaven forbid they gave you the wrong disc.
