You are SURE that the carb to gov connection is correct? That connection is not easy to make, and it is easy to get it out of line even if you think it is correct until it goes out of sight. Your symptoms match that. Usually, in that situation, they don't rev up when going off choke, they sputter and die. The type of carb doesn't make a lot of difference. Externally the kerosene/distillate has a drain cock, gasoline a plug. You could have the carb out of adjustment. Use an intial setting of 1 turn out for the idle and three turns out for the main jet.
