Well with the tractor running at about half throttle or better you should be reading 14-14.5 volts . Now if you are having a hard time starting then with out seeing the tractor the places i would start looking is at the cables how clean the terminals are and tightness of same . What shape the starter is in . Have you had the batterys load tested ?????? ya may have one that may not be so good . If ya ain't getting the 14-14.5 volts out of the alt. then time to have it replaced or rebuilt just make sure that is you replace it to keep your old pulley ya really don't want to have to buy a new one . and then install a new regulator. Like i said i can't check it over myself .
