Throw the WD-40 away it not made for what your doing and will not work. Fill the cylinders with transmission fluid and let it sit a couple days, be sure you put the plugs back in. Then after a couple days pull the plug out and the engine will probably spin over just fine. What you have is a new tight engine and you let it sit and it got water in the cylinders from condensation and thats why it locked up/ got tight. Also to help keep it from doing that again run a qt. of ATF in 5 gal. of gas and that will help keep it loose
