I believe you were the one that asked earlier about how to replace the seal on the PTO shaft on a 140. If it is the belt pulley shaft leaking, what I said does not apply. The pulley seal is easily replaced by just taking the seal holder bolts loose and sliding the seal and holder off the shaft. However, the belt pulley shaft is prone to leakage, especially with the woods pulley sheave setup. There is a bushing on the pulley shaft that the seal runs on. It is designed so that the flat belt pulley from IH presses against the end of the bushing when you install it, sealing the ends of the bushing so oil can't leak between the bushing and the shaft. With the Woods setup which has a clamp system to hold the V belt pulley, there is no such seal, so the oil can leak between the bushing and shaft.
