I'm with DCW. The most likely cause is the float hanging up. When you get it assembled and before you tighten the screws that hold the top and bottom halves together, turn it upside down and back several times and see that you can hear the float bouncing around in there. Also be sure that the new gasket you put in there is identical to the one you took out, that is, make sure there are no passage ways between the top and bottom halves that are being blocked by gasket, especially bowl vent passages
