Farmall C cylinder compression

I have rebuilt my farmall C and installed new sleeve/Piston/Ring sets. I also had the head redone. The job went well and the engine started right up. It ran very goog for a while but when I worked it, it had reduced power and finally died. It starts easy and runs fairly well for a while then looses power and dies. I checked compression and had good compression on number 3 and 4. Number one has no compression and number 2 has barely 30 psi. Does the tractor need to be broke in to seat the rings? If so, how? Is there anything I can do short of tearing it down and reinstalling rings on number 1 and 2?
