Yes thats enough, all the clutch has to do is release or slip to go in low range. In low range the clutch has nothing to do with the T/A slipping. In fact the T/A clutch parts could be removed from tractor and it would still pull in low speed if T/A unit is good. Your T/A unit needs repair. Could be a outside chance there"s heavy gear oil in transmission instead of hytran or similar oil, which could keep unit from working good in the cold climate. Other than that slim chance its tear down time. Also if you can shift in and out of transmission gears with no hang up problem thats a good sign that T/A clutch is releasing okay.
