What I posted above does not make sense as far as the negative lead from the battery to the starter goes. If you pull this, the ammeter will read zero because it is in the circuit after the starter. With the tractor off, see if there is any discharge from the battery as I described, and if there is any, then you have a ground (assuming lights are off) somewhere between the ammeter and everything it connects to. If there is no discharge indicated, then you are leaking current to ground somewhere before the ammeter, I would say in either the starter switch or the ammeter box itself.
