You are correct...you've got a M&W hand clutch there. This was an aftermarket add-on to simulate live power on the PTO. With the drive clutch and PTO engaged, the hand clutch is used to stop the ground drive and allow the PTO to stay engaged, hit the 'real' clutch and everything stops like always. Did you say the actuation lever [handle] was gone? If the hand clutch is not working then you'll need to discuss that here at YT with some real mechanics...I've not worked on one of those. Real nice for mowing, spreading, baling and whatnot though. Have fun, Woody in Ashland.
