Handclutch on M

I went to look at a 1950 "M" today and it had what appeared to be a hand clutch on it. The man that owns it has owned it for 20+years. He knew nothing about it.. On the side of the cast cover that encloses the brakes (on the left side) reads "MW CLUTCH &..." Their is a slot in the top of the cast cover like a lever is supposed to come out of it? Would like to know all anyone knows about this setup - what is it? How does it function? what was it's purpose... The price was right on the tractor but I would like to know what I am getting. Thanks, Jeff
