The hitch pump has nothing to do with the power steering . That works off the MCV pump . So here is what to do First off make sure that you are indeed full on the hyd. oil or above the mark . Change the filter install a new filter and gskt. First try and run the tractor at around 1800-2000 RPM and turn the steering wheel to the left and keep turning it , if it does not pick up prime in a couple min. then you can look on the back side of the MCV valve housing and on the back side of it you will see a plug that takes a 5/8ths wrench it will be the small one towards the bottom Make sure that the tractor engine is shut down , Remove that plug Get back up on the tractor and start it up BUT BGE READY TO SHUT IT DOWN FAST as that little plug can pump out a lot of oil real fast when it does pick up prime . There could be several things that have caused this problem . (1) your MCV pump is getting weak (2) the O/Ring between the speed transmission is old and hard and lost it's sealing (3) you could have a stuck valve in the MCV (4) the sump check plug is leaking . (5) you could have a crack in the suction tube and be sucking air .Now if when you pull the dip stick and it say's that you are down JUST A GALLON IT LYES you may be down 5 gallon. If you run a loader on that tractor when the loader is up your level in the transmission is way down so it maybe in your best interest to over fill by five gallon.
