Bruce, The valve on top of the glass water trap actually is for draining off the water in the bottom of the glass bowl (there is a tube that runs to the bottom of the bowl). In order to get the air out of the glass bowl, you need to leave the nut on the bottom of the bowl loose until the bowl fills, and then tighten it up when fuel comes out around the gasket (similar to getting air out of gasoline sediment bowls). As Geoff said, the engine will not run right unless you purge the air out. Anytime you open up the fuel system which includes changing filters, fixing lines, etc. you need to purge out the air.
