Simple and correct answer. The starter is jammed in the flywheel teeth. Loosen it at its mounting bolts and it will make a snapping sound when the teeth click out of the jam. Been there with thousands of others. The tractor will now act normal in every way and start. To repair this a new clutch type starter drive will be needed (looks different, and is the solution, don't go for the same inertia drive in it now. The discharge situation can be fixed easily by replacing the "one wire" alternator it has with a three wire system Delco 10SI series alternator. Cheap from an auto store, or wrecking yard. To wire it up, use these diagrams. One of them is for the 10SI system. JimN

Today's Featured Article - Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
