I've been out and measured my 8" rims and my center dimension is just about 1" more than yours, measuring on the "top hat" inner circumference, the same face that the lugs are mounted to. My center section is about 5-3/8" and, depending on where you take the measurement on the angle of the drop (I'll split the difference), the inside of face of the lug is about 1-7/8" inside the drop. Based on all that, I think your speculation that you've got 7" rims is spot on.
So that leaves tire size. I didn't know (or maybe just forgot) that you had mismatched rear tires. 9s and 11s sound like the old system that was used from the late thirties until about 1960. The equivalent sizes in the current system, which has been in use since the mid-fifties, would be 9.5-24 and 12.4-24. 9.5s will work fine on a 7" rim, but I expect your 11 got thrown on just to get it to roll. And 12.4 would be really pushing it, if not entirely impractical, for work on a 7" rim, and, even if workable, still only marginal on an 8".
